FYI - on your iPad using a keyboard, When accessing the Notification Center or Control Center, rather than first using VO + M, to first go to the Status bar, and then doing either OPTION + Up or Down Arrow, try doing Fn + VO + Up or Down Arrow from anywhere, and see if this works for you.
