OK, on my iPhone X, running iOS 13.3, I find this setting as follows: Go to Settings > Notifications, then swipe to the second item, :Announce Messages with Siri”. This item is a button. Double tapping this button reveals a toggle labeled “Announce Messages with Siri, and an explanation of this item is given below the toggle. I have this toggle set to Off.
