Using the terminal with VoiceOver isn't as convenient as we would wish, but the irssi IRC client can be installed and run from a shell prompt on the Mac.
If you have Homebrew, you can just install the irssi package and run it from the shell. There may be other accessible options, but at least this one is known to work.
