I’ve been doing a lot of tweaking and have at least made this issue very 
repeatable.

With just the Finder open, this will happen repeatedly. With another app open, 
it will still happen repeatedly…

1. I’m in Finder, positioned on the desktop, focused on an icon.
2. No other Finder windows open.
3. Press VO+m
4a. “Finder Busy” and then Apple Menu appears, -or-
4b. Apple Menu appears immediately.
5. Press VO+M
6. Extras Menu appears immediately with all the items available.
7. Press VO+M
8. Focus returns to the icon on the Finder Desktop — not the Apple menu. This 
is supposed to be a toggle, isn’t it?
9. VO+M
10. Extras Menu — but it’s empty
11. VO+M
12. Back to icon in Finder. etc. etc.

This will also happen with the mail app. Again the “App busy” indicator tend to 
appear if I’ve just switched to that app using Cmd+Tab. But the same non-toggle 
behavior happens after just one iteration.

Pressing Tab after the first successful entry into the Extras Menu to get back 
to the app does not help. Once I’m back to the app after leaving the Extras 
Menu, I cannot get the Apple menu nor the Extras menu to appear. Only way is to 
switch to another app and then switch back. This usually allows the cycle to 
start over.

Is it possible that my apps are opening up in some overlay mode, so that the 
Extras menu obscures the Apple menu, or vice-versa? Where do I go to change the 
relative positioning of open windows and/or how they are lined up?
