Go to System Prefs, General and look for "Close windows when quitting an app unchecked checkbox".  Unchecking it lets things open where they were, and checking it starts you with a blank slate.  I prefer the blank slate so that errors are not repeated every time I open the app.  There are individual settings within Safari for the same, which I don't enable either.
