The issues continue with the latest 13.3.1 update.  Somethings are better than 
with the last update, like I am able to view Safari web pages with light text 
on a black background again, but the experience is inconsistent across 
different non-stock apps.  The good news is that at least toggling Smart Invert 
on/off seems to provide a fix that was not present in the last 13.3 update.

What they have done is created a real mess for those of us who have vision 
issues that make using a dark background essential.  True, I am able to 
function using VoiceOver, but I suffer from having my one functional eye 
blasted with a bright white screen.
