Hello Tim and everyone else who responded. I will give this one a try. However I also want to share that I have just opened an inaccessible PDF inside Google Docs and was able to read it and edit it. So, even if I don't end up finding a Mac-only solution to my liking, at least I am reassured that Google Docs will do this. Plus, it's cross-platform to boot. I regularly use Google Chrome and various Google apps from my Macbook, so my workflow won't have to change with this approach.

PDFPenPro is also an excellent solution.  It has built-in OCR, both Mac and iOS versions and is very accessible.  The Mac version is extremely accessible.  I'm not sure of the level of accessibility of the iOS version.  The last time I contacted the developers, they admitted that the iOS version needed some accessibility work and I'm not certain if they've addressed any of those problems as of yet.

There are other solutions including KNFB, just not sure of the levels of accessibility of them.
