I ran into this issue with the Notes App just yesterday. Being very new to the Mac I presumed I was missing something or doing it wrong and called Apple Accessibility. After going through everything he knew to do the rep assisting me concluded that it was a technical problem, referred it to the correct department and arranged a call back with me next week. Very interesting to hear I may not be the only one experiencing this problem. Joy
