Andrew, Had this problem a few months ago. Everything was set up correctly, iCloud was being used on both devices, same Apple ID, etc. etc. Finally I had to uncheck contacts in iCloud on both devices, restart both, and then recheck contacts in iCloud on both devices and it began working. It needed a kick in the butt.
