I believe the correct resolution to this issue is within Notification preferences. By default, Catalina displays a banner notification that briefly appears in the upper right corner of the screen for each incoming mail item. When this banner appears, it is read aloud by VoiceOver. This can be disabled in Notification preferences, while allowing both the incoming mail sound and badge app icon number to continue.
