Hello Kim, I don't know whether this will help, but I'm not seeing this behaviour. My suggestion is to go into Mail Preferences (Command-Comma), Interact with the Toolbar and select Composing. You will find a popup menu labelled Message Format, select Plain text then close Mail preferences.
I know that this improves VO's reading of HTML messages, but whether it fixes your particular problem remains to be seen.
