I'm running Mojave but I can give you a few pointers. for some reason tabbing 
doesn't work as wellin Safari as it does in windows. one of the best ways to 
move around is vo-right arrow. you get the most detail that way. I use quicknav 
a lot to find links, headings and buttons or form controls.

sometimes when you arrive on to a web page you have to stop interacting with 
the toolbar. then when you hear "web content" interact with that. if I don't 
know anything about the web page I'll press vo-a to have it start reading. if 
you've gone to a blog post or an article pressing command-shift-r will say 
"show reader" and then you can usually read the text without having to try to 
navigate to it.
