This is very annoying, I agree. You could try going into the Security pane of 
Safari Preferences and disabling Java. This might help a bit. 

I think Apple are aware of it, but it wouldn't hurt just to mention it again. 
Also, I'm not sure if it's a Safari or VO issue? I would like to know if 
sighted users get Safari being busy as much as we do?
