I used NFC with an ATM at the bank last Sunday. After pressing the side button of the iPhone twice, with the phone next to the contactless reader, there is a button for Face ID. If you press that button, there appears an option for you to enter your passcode. So you can complete an NFC-based transaction while wearing a mask. The ATM then prompts for the PIN associated with your debit card.
Interestingly, the door to the bank was locked, but there were braille instructions for using a card or a contactless device to unlock it. I was able to use the iPhone to unlock the door. This is with iOS 14.0.1 on an iPhone XS.
