Hi Traci,
If you all-ready have a time machine back-up, you can restore the content to
your new library only if the new drive and a-count names are exactly the same
as the old. Usually, you would use the TM method through Migration Assistant.

I think that the easiest way to relocate your iTunes library is to import the
content from the old library into the new library from within the iTunes are
Music app. That will build the library file from scratch. if you want to
store your library on an external drive, you can launch iTunes or Music from
the dock by holding down the option and pressing enter. That way you can
choose the storage location of your library.
