I rarely use the Sidebar for anything, but you can get out of the Toolbar by using VO + Shift + Up Arrow, to stop interacting. I’m sure the same would work for the Sidebar. Then use VO + END to move focus to the web content area, then use VO + Shift + Down Arrow to interact.
