I would suggest opening the PDF document in Preview, as you have done, then highlighting the entire document using CMD + A, and copying the selected text to the clipboard. Then open TextEdit, and paste the clipboard contents to a blank TextEdit document, and hopefully you will now have an editable copy of the PDF’s contents.
