When in the VoiceOver Utility, you can find the Speech category, by interacting with the Utility Categories table, and navigating to Speech. Once Speech has been located/selected, stop interacting with the table, and VO + right arrow into the Speech setting area.

Interact with it with vo+shift+down arrow, find the edit button. Press it & this should open the window where you can configure your voice. You may have to at some point expand the dialog so listen out for the item which says collapsed. Press vo+spacebar on it to expand it. Now as you move through the dialog you can adjust the various parameters. You need to choose the same voice for system voice, keyboard voice, etc. This should help you. You need to press ok button at the end of the dialog to save the changes.
