Michael, I am not sure what your solution might be, but you have one thing on your side which is you at least know the Apple Id. If you try doing a reset on either the password or passcode the device might send a text message to confirm the change. The question is where will it send that code – if its one of the locked devices then you’re still in the same problem. Have you tried calling Apple accessibility to see what they might suggest.
Apple was helpful to me when my husband passed, but then I knew the codes to his Apple stuff.
