Once you are in the VoiceOver Utility window: Using VO + Left/Right arrow keys, locate the Utility Categories Table, then either interact with the table and use VO + left/right arrow key to locate Navigation, or just use down arrow instead of interacting with the table. alternatively, you can use CMD + NumberRow 4 to select the Navigation category.
