Hi, I assume you turned the computer off. If so, opening the lid will not do anything. If you just closed the lid, open it. If you completely turned it off, hold down the Power button (which may also be the Touch ID sensor) for a couple of seconds. VoiceOver will not speak while you are doing this. In a few seconds VoiceOver will begin to speak.
If you are using macOS Big Sur, you can activate the start up sound in the Sounds pane of System Preferences.
