At least for a VPN that uses IPSec, it's already built into Mac OS. Apple's documentation is at

You'll need to obtain server details from your employer, your home router, or whoever is providing you with the VPN service.

Other kinds of VPN will generally require their own software, with accessibility that probably varies depending on the software involved.
