Make sure you are actually in Finder, and not still in TextEdit when you attempt to delete the file. Use the keyboard command Fn + VO + NumberRow 1, to identify the active application. If after performing the command, you hear VoiceOver report TextEdit, as the active application, close the document and exit TextEdit using CMD + Q, and then make sure you are in Finder, then repeat the delete file action.
