No, they are completely different. A Shortcut menu is a context or application menu, like what you may be familiar with on Windows. Menu Extras is similar to the Windows System Tray, or Notification area as it is now known in Windows 10. It is located on the far right end of the MenuBar, when the bar is situated at the top of the screen.
