No, keyboard focus is where you are typing and VoiceOver focus is the last
phrase that VoiceOVer said.
That being said, usually VoiceOver and Keyboard focus are synced so that when
the VoiceOver cursor moves to a keyboard focusable item, the keyboard focus
moves there too, and when keyboard focus moves the VoiceOver cursor will follow
this.
This syncing can be turned off temporarily or more permanently.
1. vo-shiftF3 will toggle syncing on / off
2. In VoiceOver Utility Navigation tab there are controls for synchronizing
keyboard with VoiceOver and mouse with VoiceOver.
The Mouse synchronization is only one direction, either mouse can move the Vo
Cursor or the VO cursor can move the mouse.
