Hello, First make sure your languages are listed in System Preferences Language and Region tab in the General tab here, you can click on add a preferred language which then brings up a list of about 400 languages.
After this, I think you need to click on the keyboard preferences just after removed a preferred language. The tab label input sources allows you to pick a different keyboard layout. There is a good portion of this screen dedicated to showing you the layout of the selected keyboard, but this appears to be completely inaccessible. There is an add button, and in earlier MacOS, I did add Hebrew keyboard from this screen. I believe there were three different layouts of hebrew keyboards. Good Luck!
