Amazingly enough I had speech unchecked in notifications under preferences, notifications, but under the speech tab I have both Channel name and nickname checked. Now on channel properties for *each* channel under Notifications, I have highlight mention as the selected alert, and nothing else checked. This is the only set up that worked to have speech when somebody was speaking on a channel. Egun On, Lagunak!
