When restoring from a Time machine backup, you not only restore files, folders and other data you would like to keep, but you end up restoring all kinds of trash and clutter that has accumulated over time on the old system. This is why I prefer not using a Time Machine backup on a new Mac, using this as an opportunity to make a clean start on the new machine. You of course are free to make your own choice on how to setup a new Mac, and you are welcome to transfer all the problematic garbage from the old Mac to the new Mac if you wish.

You can, as illustrated by others, carry forward your history, files, folders, and other content to your new machine, its part of why time machine is so valuable. therefore starting from scratch makes little sense from that standpoint. Otherwise you end up having several computers.
