I saw a forum post indicating that the restore process does not work and that users should use Apple Configurator. https://support.apple.com/guide/apple-configurator-2/revive-or-restore-a-mac-with-apple-silicon-apdd5f3c75ad/mac Apparently, you will have to use two macs connected via USBC.
