PDF Pen products have been developed for several years and I know its pro
version can be used to create PDF books more precisely than the built in tools.
That being said, I read release notes of the new Firefox 88 saying they support
PDF form completion. So, I would first download Firefox and see if it meets
your needs.
I also heard that several of the new forms required to travel with a Guide Dog
seem to work best with Adobe products. Something about the digital signature.
