Hi,

If it is brand new out of the box, then using Siri is not an option.  Siri is 
set up after the initial setup process.  During initial setup, you should be 
able to press the menu button three times quickly to turn VoiceOver on and 
begin setup.  If you have an iPhone or iPad, you can also bring the device 
close to the Apple TV during setup to transfer Apple ID settings and more to 
make the setup process much faster and easier.  You will still need to do the 
initial turn on of VO, but after that it should be relatively painless.
