Hi Phil,

That was a great suggestion that I had forgotten about, but it did not work 
initially. So, I contacted Apple  Accessibility, who gave me these steps:

1. Open Photos and select the video you wish to edit.
2. Activate Edit, button.
3. Move focus of VoiceOver until you are on the Start of the video. This 
typically is after the Play, button and Media Scrubber.
4. Double tap with one finger to activate the Start handle.
5. Swipe up or down with one finger to adjust the value. VoiceOver will 
announce the new start time with each gesture.
6. Activate Done, button to save your changes.

If these steps do not work, you may have Describe Images on for Photos. Turn 
the rotor to Describe Images and temporarily turn it off for Photos.

In my case, Described Images for Photos was not included on my rotor, so I 
added it. And, voila, as soon as I turned this feature off, the sliders did 
work. Only pain was that each swipe increased the start value by only a tenth 
of a second. So it took some time to get to the 14 second point I wanted for 
the trim. But, at least I know I can do it now!
