I had a similar problem earlier this year due to a new card and whilst I tried the Wallet to update my card, it didn’t work. So in the end, I went into my bank app and found the Apple Pay setting in ‘manage my bills’ when I clicked on my main account where you can view your transactions. I was surprised but it all worked. So have a look in your Bank app to see if yours works like this.
