Hello: I have we have a PayPal debit card and I use that all the time to transfer money into Apple Pay. As long as the money is in Apple Pay you should be able to do that you just have to set up your card to for Apple and then make sure that card is selected when you transfer money. It’s not easy but it works. Once you get it set up correctly!
