Because, these are the minimum specs currently available from Apple. Also, I have had a MacBook Air 2013, with 4 GB RAM and 128 SSD HD. While you can get by with only 4 GB of RAM, the 128 GB SSD is too small and will quickly fill with apps and data, leaving no wiggle room for updating, or anything else.
