I believe these are scrolling, just not changing your input point or VoiceOver
Focus. So, if you do a 3 finger swipe and then use touch navigation you will
probably find you are in a new place, but if you do a three finger swipe and
then try using VoiceOver keyboard navigation VoiceOver will act as though you
did not do the swipe, and the visible text will return.
Though perhaps you are talking about in a table or other listing, you are being
a bit vague. Also, there are VO commands to move to the top/bottom of the
visible scroll area, and then if you move 1 more, the screen should scroll.
