Turn off "unchecked Announce when a modifier key is pressed"for me this shows up in verbosity announcements in VO Preferences. Or else reset VoiceOver to defaults. If you want to play with lots of settings fine, but why keep asking us when you break something. Oh, and by the way 1. Open System Preferences 2. Open the view menu and select keyboard 3. Press the Input Sources button 4. Press the add button 5. Select "Arabic" from the list that comes up. 6. Check the checkbox to display language input in the menu bar. 7. There will now be a bunch of options discussing Left to Right and Right to Left text, you will probably need to change the shortcuts listed here but I don't understand them. I would think that just selecting the appropriate language input from the language menu would be all that you need.
Then when you press VO-M twice quickly and look around you should find a laEnlish menu, it is also possible to set up keyboard shortcuts to switch language input. Shalom!
