I have mixed views on this .
On the one hand, I think it is important to learn Apple's native user 
interface, but on the other hand it is very frustrating to lose Siri features 
that people depend on.
Does the removal of certain Siri features impact sighted users as well or just 
the visually impaired?
It doesn't sound like a Voiceover bug to me.
This hurts Apple's reputation as a trend setter in accessibility.
The good news is that if you have an Apple Homepod Mini you can still play 
voicemails.
