Hi, WEll, we’ve made progress. You now have speech. If VO is announcing that there’s nothing in the VoiceOver cursor, try clicking your mouse or trackpad. If still nothing, try VO-f1-f1 to open the Application Chooser and see what options are there for you. If still nothing, restart your Mac to see if it now has a proper voice and restarts to a usable place.
