Interesting, it was there in the beta now it is not. Siri seems to be in a bit
of a transition with the feature to have siri run directly on the device
instead ofusing the cloud.
Smart wrote a Apple script a few versions back that reads battery level and
still works. If you prefer something more generic, the new shortcuts app has a
scripting action to get current battery level as a number, and I think
shortcuts has a speak command too.
