2 Factor Authentication is now required by apple. When necessary, you will receive a verification code on one of your authorized devices signed into your Apple ID. You will need to enter this code in to the device that is requesting the verification code, before you will be allowed to proceed with whatever it is that has generated the need for 2 Factor Verification. This usually is required when signing in to a device using your Apple ID.
