Hi,

I believe that it is simply a factor of feature set and development.  That is, 
the iOS recognition has been available for more iterations of the iOS and has a 
more full feature set when it comes to recognition settings within VoiceOver 
itself.  These are simply my guesses, so if someone knows more, I welcome their 
input.
