Hi,

It is normal behaviour.  There are multiple independent sound streams available 
through your iPhone.  That is, to name a few, there is the volume of VoiceOver, 
there is the ringer and alert volume, there’s the volume of the phone receiver, 
and the volume of Siri.  If you turn up or down any of those volumes, they do 
not affect the other volumes.  Therefore, if Siri is speaking too quietly, turn 
up the volume when Siri is active.  Similarly, when a phone call is active, and 
you’re having a hard time hearing the person at the other end, turn up the 
volume and it will remain at the volume you set it at during that call, and not 
affect the other volumes.
