In both cases, you would need to do a AppleScript that is essentially:
tell application "VoiceOver"
tell commander to perform command "Some VoiceOver command"
end tell
Where you could replace some command with "Application Chooser" for example.

Harry Bell has created a tutorial to help those wishing to use the Voice
Control feature of Apple devices with VoiceOver.
He gave me permission to put it on my web site.
You will find it in two formats. Microsoft Word and as its own html page.
It is in the first section of my web site under iOS and keyboard commands.
Maybe I will add another section, but it works there for now.
