I have an Apple TV 4K that I got back in 2017. On the left side of the two columns of buttons, I hold down the middle round button and just tell it "turn Voice Over Off". When I want VO to return I hold the same button down and tell it "Turn Voice Over On."

We use this often, as my wife doesn’t wish to hear the speech when she is viewing the Apple TV contact. It works fine.
