My assumption is that it’s relatively easy for Apple to develop versions of relevant iOS libraries that can run on Apple Silicon. With those in place, the applications can be executed, as both iOS and Mac OS running on Apple Silicon are thus using the same 64-bit ARM architecture. Given that they’re leaving behind the x86 architecture, Apple’s developers aren’t about to write the ARM emulator for x86 that would enable iOS apps to run on an Intel-based Mac. To do that, they would need to translate the ARM instructions to x86 instructions.
