Hi,

It depends on the Mac.  If it was manufactured after Catalina was released, 
then the firmware will not allow Mojave to be installed.  If it was an older 
Mac to begin with, that supports, or supported Mojave, in the first place, then 
it is definitely doable.  You’ll just need the download of Mojave installer, 
then you’re good to go.  It can be downloaded through Terminal if running 
Catalina or newer, or from an Apple Support page that links you to a special 
download location in the Mac App Store.
