The below process should work:
1. Open System Preferences
2. Open the Language and Region page
3. Press VO-command-T to move to the table of selected languages.
4. Press VO-downArrow you should now land on "Add a preferred language button".
Press this button and there will be a search field to find a language. Once you
select add to add a selected language you will get prompts for if you want that
language as your primary and perhaps a prompt asking you to select a input
method for the language you just selected.
You can also find the "Add a preferred language button" button by using
VO-Left, but first you have to review all the number and currency settings.
