I doubt your hearing aids are designed to be paired with more than one device at a time. I have Resound aids, which require that pairing be done through the Resound app, and I have never looked to see if there is a version of the app in the iPadOS AppStore. Since I want my aids to be paired with my iPhone for general use, I have never considered pairing them with another device.
As for muting incoming calls and alerts when you are working with your dog, you have 2 options. Either use the mute switch on the side of your iPhone or you can enable Do Not Disturb, which can be done via Control Center, in Focus, or you can ask Siri to enable Do Not Disturb.
