Stacked means, there's more than one notification stacked on top of each other. Perform a VO plus Spacebar action, to unstack the individual notifications. Then you should be able to use the VO plus right/left arrow key to move through the individual notifications. You can interact with each notification to read what it says. Then use the actions menu to dismiss the notification.
